Say for example a cop catches a person caught with drugs and the money bought with the drugs. what happens to that money?

The cops use the money to throw a big party with lots of doughnuts and twinkies and alcohol.
There is a hearing regarding the money which is separate from the criminal proceedings of the suspect or suspects.
The civil issue is called a forfeiture hearing. At the hearing the suspect will advance whatever proof they have that the funds were derived from a legal source. The prosecutor will of course argue the funds are from drug sale. The judge will make the determination as to the source of the funds and if the funds are determined to be from an illegal source the bulk of the money will go to either the state or federal agency investigating the case with a small percentage retained in the local agency.
The money can be seized and placed in evidence. Several things can happen with it. The court can order it returned to the person it was seized from. The money can go towards the taxes the person owes on the drugs, or the court can order it turned over to the government. In NC (where I work) a lot of it goes to the schools), some of the taxes are turned over to the agency that seized it but most goes to the Feds and State.
you are asking two questions here–if money is found w/drug and a citizen turns it in, the police put up notification to the public under lost & found if no one claims the money within 30 days or 90 days (this may vary based on jurisdiction)then the money goes back to the person that turned it in.
If a cop catches a person with money and drugs the cop turns over drugs and money as evidence against the suspect and once the court proceedings have ended the drug money goes back to the police department and used for repairs on squad cars , building maint. etc…
